Samture adds AI governance and runtime control to its foundation for trusted AI in the UAE

One place to see which AI systems an organisation runs, set the rules they must follow, check them while they work, and show the evidence. Delivered under the Samture name, inside the UAE.

Samture Management Consultancy FZCO is adding AI governance and runtime control to the foundation it designs for organisations in the United Arab Emirates and the wider Gulf. The capability is offered under the Samture name and is built on a specialised AI governance platform from a technology partner, configured and delivered by Samture within the client's own architecture.

Why this matters now

Most organisations in the region now use AI in more places than they can easily list. Models answer customers, read documents, summarise cases and prepare decisions. The policies for that use usually exist, written down with care. What is often missing is the moment where those policies are actually applied: when a model is called, when it receives a document from outside, when it gives an answer that someone will act on. Regulators and boards are starting to ask for exactly that proof, and it is hard to give when governance lives in a document and the AI lives in production.

What it does

Discover: an inventory of every AI system in use, with its owner, model, provider, data flows and risk level.

Govern: policies defined once and applied to every system, from what data may reach a model to which topics an assistant may answer.

Guard: a gateway in front of live AI calls that can block a prompt-injection attempt, redact personal data before it reaches a model, or route a sensitive action to a person for approval. When a check cannot run, the default is to stop rather than to continue unchecked.

Evaluate: tests for accuracy, safety, bias and invented answers, before a system goes live and at regular intervals afterwards.

Monitor: changes in behaviour, misuse and cost over time, with alerts when something drifts.

Evidence: audit-ready reports that map controls and outcomes to UAE requirements, including the federal Personal Data Protection Law and the UAE Charter for the Development and Use of Artificial Intelligence, alongside ISO/IEC 42001. Sector packs for banking, healthcare and government, with evidence retained for up to seven years.

Built for sovereignty

The platform runs where the client's data already lives: in the client's own environment in the UAE, on premises or in its own cloud tenant. For fully disconnected environments, evaluation runs locally on open-source models, without any connection to the outside. Data stays in the Emirates, the platform does not report usage back to a vendor, and support can be provided from within the UAE where a client requires it.

How it fits the Samture foundation

Samture designs AI architecture, data governance, knowledge graphs, encrypted trust engineering and sovereign infrastructure as one connected structure. The governance layer sits on top of that foundation: AI answers are grounded in the client's own knowledge, and the governance layer checks, records and proves how they were produced. Clients who start with a foundation assessment can now see both halves in one design.

“Almost every organisation I speak with has thought carefully about how AI should be used. What they find hard is showing, a year later and to someone outside the organisation, that it was used that way in practice. That is what this adds. It sits inside the architecture we already design with our clients, it runs on UAE soil, and it gives a board or a regulator something they can actually look at.” Madelein Leegwater, CEO and founder of Samture

Availability

Samture is validating the platform this month, using its own AI applications as the first test cases. Client environments are scoped individually, starting with a short assessment of which AI systems are in use and which rules apply to them. Organisations that would like to discuss their situation can book a conversation.

Samture is an AI architecture practice in Dubai, working with organisations in the United Arab Emirates and the wider Gulf. It designs the foundation that AI depends on: architecture, data governance, knowledge graphs, encrypted trust engineering and sovereign infrastructure, built as one connected structure rather than as separate advice.
